Mr. Brooks is an experienced employment lawyer having represented clients in over 3,000 discrimination charges, including private practice in his own and two national firms, and in house in public and private settings practiced in a variety of settings equip him to handle virtually any employment law matter for employees and employers.
As Of-Counsel to the Smithey Law Group, he will assist clients in matters such as discrimination, including gender, sexual harassment, age, national origin, race, religion, and disability accommodation, wrongful discharge and retaliation, employment agreements and wage & hour issues.

Education and Background
Mr. Brooks is a Maryland native growing up in northwest Baltimore. He then graduated from Morgan State University with a BA Degree in History and, while serving in the Baltimore Police Department, he obtained an MS Degree in History and a Law Degree from the University of Baltimore. He then joined the Westinghouse Electric Corporation in Human Resources serving as the Manager of HR and subsequently as Assistant General Counsel. He then practiced employment law at several employment law firms and as the Managing Shareholder at two offices of two national firms. Most recently he was Senior Counsel in the Employment Law Group of Johns Hopkins Health System. Mr. Brooks has represented employees and employers in almost all industries and with respect to most employment law issues.
